Step 1: Get Started
Login into Magento Admin Panel and from sidebar go to, Store > Settings > Configuration
Step 2: Configure Checkout Totals Sort Order
Now from sidebar go to, Sales > Sales
Now Expand Checkout Totals Sort Order
Now here you can configure the checkout totals sort order.
When complete, click on Save Config button.
