Login into Magento Admin Panel and from sidebar go to, Store > Settings > Configuration

Step 2: Set Up Minimum Order Amount

Now from sidebar go to, Sales > Sales

Now expand Minimum Order Amount

Now here you can set up Minimum Order Amount.

When complete, click on Save Config button.
